SERVICES
1 LEGISLATIVE SERVICES
There are ten (10) members of the Local Legislative Bodies
that includes the City Vice Mayor and two (2) from Sectoral
Representative. These sectoral representatives were from Association
of Barangay Captains (ABC) and from Sangguniang Kabataan (SK)
Federation.
They hold their regular session every Wednesday and conducted
a total of 50 sessions, 46 regular sessions and 4 special
sessions.
Among the 972 resolution passed and enacted, only 428 resolution
were implemented. Out of the 74 ordinances passed and enacted,
only 70 ordinances were implemented.
Among the members of the legislative bodies, three of them
got 100% attendance for the whole year session, these were
Hon. Gambriel L. Arguelles, Hon. Aureliano Garcia and Hon.
Ely Dacalus. City Vice Mayor Hon. Rudy G. Adlaon and SP Members
Hon. Melky Gian Perez and Hon. Ruperto Cagape, set a rating
of 96% . Hon. Mario Arguelles got a lowest score of 42%, indicating
that he only attended 11 sessions out of 26 sessions conducted.
SP Member Hon. Alan R. Dujali has the highest number of authored
resolutions (100), while Hon. Timoteo Aldiano got the highest
number of co-authored resolution (135)
There are five (5) meetings conducted by the Committee on
Public Works and Public Market, four (4) by the Committee
on Housing, Zoning and Urban Development, two (2) by the Committee
on Games and Amusements, Trade and Industry, Education, Fact
finding, and Barangay Affairs, while only 1 meeting was conducted
by the Socio Cultural Committee. A public hearing was conducted
twice by the Committee on Education and once by the Committee
on Health and Social Services, on Environmental Protection,
on Rules and Privileges and on Socio Cultural. The only committee
that conducted investigation is the Fact-Finding Committee.
2. Social Services
2.1 Education Services and Facilities for Cities
In the year 2001, there is an increase of 6.8% for elementary
in the number of classrooms, an increase, 14.9% for secondary
level and no increase in the tertiary level.
2.2 Health and Sanitation Services
a. No. of Health Personnel
The Local Government Unit has a total of 28 health personnel;
1 City Health Doctor, 4 nurses, 1 dentist, 17 midwives, 2
sanitary inspector, 2 nutritionist and 1 nutrition officer.
There are 280 Barangay Health Workers, 1 malaria coordinator,
and 110 hilot that extended health aid to every barangay.
b. No. of Health Facilities
There are 37 health facilities available in the LGU of Panabo;
6 primary hospitals, 1 secondary hospitals, 2 tertiary hospitals,1
rural health unit/center, 18 barangay health unit, 8 clinic
and 1 ambulance.
c. Nutrition
Pre-school children from 0-6 years old has a total number
of 18,307. Among them, only 2,203 of which are under the 1st
degree malnourished children and 472 are under the 2nd degree
malnourished children. This only indicates that the percent
of malnourished children has a decreased of 11% from the previous
year. The Nutri-Unit Feeding Center funded by Congressional
Office served 376 malnourished children and 46 of these children
are under the third degree malnourished.
d. Drug Abuse Control Measure
Drug abuse information campaign is performed annually.
e. Population Control
There is a decrease of 7% in the number of registered marriages
and 4% in the number of married couples of reproductive age
(MCRA). 8% of the MCRAs used family planning devices; 278
used pills, 180 used condom, 74 used IUD, 18 used ligation,
29 used rhythm, 184 DMPA, and 542 used LAM.
f. Births and Deaths
Registered births have a total number of 3,033 while number
of registered deaths is only 518.
Hypertension, pneumonia, PTB, Senility, Unknown Etiology,
Diabetes, Congestive Health Failure, Vehicular accident, Beri-beri,
pancreatitis and more are the various causes of deaths. Among
these causes, hypertension got the highest percentage while
Unknown Etiology has the lowest percentage of causing deaths.
g. Environmental services
The Local Government Unit of Panabo has only one garbage
vehicle with 14 garbage collectors. In support to the Solid
Waste Management Program of the government, there are eleven
garbage dumptrucks owned by poblacion barangay.
The LGU provided six (6) hectares of land as dumpsite in Barangay
New Malitbog. Some household exercised burning of waste material,
dump in pit, while others are doing the composting specially
in agricultural areas.
h. Sports and Recreation
The Park and Plaza of Panabo City are located just in front
of the City Hall. Sports facilities like tennis, volleyball
and basketball courts, multi-purpose center, sports complex/gymnasium
and bowling lanes are visible within the perimeter of the
City.
2.3 Housing Services
There are 27,471 households and 23,145 dwelling units established
in the City. The LGU set an area for relocation site but was
not awarded until this time.
2.4 Resource Conservation
The LGU in coordination with DENR, DECS and private sectors
undergo a reforestation program. The actual area for this
forest is 85 hectares. This area is based on Geographical
Information System (DIS) computation.
3. Economic Services
The City's major crops are rice, corn, coconut, bananas,
mango and vegetables that contribute largely to the annual
production. There is an increase of 46% in the production
of rice and 30% increase in coconuts, but banana production
has the greatest input in terms of production. Out of 25,123
hectares of the land area, 19,225.86 hectares was cultivated
as agricultural land.
About 3,162.09 hectares is utilized for pastured land. Livestock
and poultry include chicken, swine, cattle, goat, carabao,
horse, sheep and ducks. It has a total of number of 94,436.
Fishes cultured in brackish water are milkfish (bangus), catfish
(heto), shrimps, tilapia and other marine fishes
The Central and Premium Market of Panabo City is much accessible
for it is located along National highway. Both buildings are
provided with market facilities such as water, lighting, ventilation,
comfort rooms and garbage receptacles.
Fruits and vegetable sections, dry goods section, eateries,
refreshments and groceries are visible in both markets. Only
the wet section can be found in the premium market. Other
sections like drugstore, bakeshops, beauty parlors, barbershops,
banks and cooperatives are located within the perimeter of
the market areas.
The common problem seen in the market is the poor storage
facilities and drainage system.
There are only ten existing cottage and small-scale agri-business
industries categorized as micro with capitalization of P100,000
below, cottage P100,000-1M, small 1M +10M and large 40M and
above. Five (5) of them are considered micro that includes
wood processing and box making, 1 cottage and 2 small from
wood processing and box plant and pallet, and 2 with large
category from mailing banana chips and plastic plant.
4. Infrastructure Delivery Services
4.1 Equipment Pool
Facilities and utilities available are repair and maintenance
bay, shop, construction materials warehouse, water supply,
electric power supply, pool lighting, communication facilities,
public toilet and garbage boxes.
There are 12 equipments available in the city. These are the
air compressor, 5 dumptrucks, front end loaders, motor graders,
steel rollers, water trucks and backhoe loader. Concrete mixer
is under repair.
4.2 Receipts and Expenditures
Receipts and expenditures from operation of Economic Enterprises
has a total collectible of Twenty Eight Million Seven Hundred
Eighty Thousand (P28,780,000) pesos while actual collection
is Twenty Four Million Six Hundred Twenty Five Thousand Nine
Hundred Sixty Seven Pesos and forty-Two centavos (P24,625,967.42).
It only indicates a collection of 85.6%.
4.3 Construction and Maintenance
The infrastructure fund budget for 2001 has amounted to One
Million Four Hundred Forty Nine Thousand (P1,449,000.00) Pesos
from the National Fund.
4.4 Water Supply
A total of 1,531 units under the level III existing water
system is facilitated by the Panabo Water District. There
are only 8 barangays with water system. Out of 12,558 households,
about 11,019 households are benefited by the water system
and only 1,531 households are not benefited.
For 1,740 units of water system installed in the 2001, about
9 barangays are benefited from the new installation and 209
households are benefited. The cost of installation is Three
Hundred Sixteen Thousand Six Hundred (P316,600.00) Pesos only.
4.5 Irrigation (as of 2001)
There is an existing irrigation system in the City. The total
potential irrigable area is 3,519 hectares while the actual
irrigated area is 2,933 hectares. The total actual beneficiaries
are 1,487 farmers. There are 10 irrigation projects in year
2001.
4.6 Power (as of 2001)
The City's electric power is supplied by the Davao Light
and Power Company (DLPC). Electricity runs uninterrupted twenty-four
hours a day. Out of 40 barangays in the City of Panabo, about
37 barangays are energized by the DLPC. For the 27,225 number
of household in the City, only 21,562 households are being
served.
