The Lord has given us another year in our lives and also
another year in the existence of our infant city. He had showered
us with blessings this past year and hopefully, He will shower
us with more.
Usa sa atong panalangin mao ang nadawat gikan sa LGSP nga
pito (7) ka programa alang sa atong kalambuan nga mao kining
mosunod:
1.) Barangay Development Program;
2.) Business Tax Mapping;
3.) Revenue Generation;
4.) Economic Enterprise Development;
5.) SHELTER (socialized housing);
6.) Solid Waste Management; and the
7.) Local Chief Executive Agenda
Ang Executive Agenda alang sa 2001 hangtud 2004, gimugna
uban sa giya ug technical assistance sa LGSP. Dinhi gilagda
ang mga angay buhaton ug mga angay humanon gikan sa tuig 2001
hangtud sa 2004. Ania kita karon sa tuig 2003, buot ipasabot,
kinahanglan nakahuman kita at least 70% sa atong mga katuyoan
nga nahitala diha sa Executive Agenda. Atong ipadayag karon
ang atong matawag nga "assessment of the state of the
city".
The Local Chief Executive Agenda is categorized into five
(5) sectors: Economic, Social, Infrastructure, Environment
and Governance. In each sector are various goals geared towards
the realization of our ultimate vision of being an agro-industrial
center.
THE EXECUTIVE AGENDA
CY 2001 - 2004
THE ECONOMIC SECTOR
" Attain food security through agricultural and fishery
productivity
Panabo is basically an agricultural area and at the same
time, four of its barangays are geographically situated along
the city's coastline. Hence, our agricultural efforts are
centered on the production of rice, high value commercial
crops, livestock and fishery.
One agriculture program with major impact on poverty alleviation
is our continued procurement and distribution of rice seedlings
availed by 500 farmer-beneficiaries at half the commercial
price. The gross savings amounted to P190, 000.00.
For our high-value commercial crops program, we dispersed
fruit seedlings to more than a hundred farmer growers under
the HVCC "Plant Now, Pay Later" scheme wherein all
the operating costs such as seedlings, fertilizers and other
inputs are paid eight (8) years after planting without interest.
The City Mango Growers Association received one unit power
spray worth P50,000. Barangay Consolacion is our recipient
of the Nursery Scion Groove Project. Our swine dispersal program
marked an 87% accomplishment for year 2002.
Alang sa atong technological farming, nanghatag usab kita
ug mga panalangin ngadto sa uban ug mao kining mga mosunod
ang mga proyekto:
" 4 micro mills to Barangay Kasilak, Quezon, Nanyo and
Southern Davao;
" turtle-tillers with engine to Barangays Nanyo and Southern
Davao;
" thresher and power tiller with engine to Barangay Southern
Davao;
" 8 Multi-Purpose Drying Pavements (MPDP), more popularly
known as solar dryers were constructed in Barangays Manay,
New Visayas, Lower Panaga, Katipunan, Little Panay, Sindaton
and Southern Davao.(These are acquired based on a P1M counter-parting
scheme; meaning each barangay pays a P1 M counterpart for
the project cost); And the
" Solar dryers in Barangays Upper Licanan, Little Panay
and So. Davao with a total cost of P300,000.00 through the
CDF funds of our ever-supportive Congressman, Hon. Antonio
R. Floirendo, Jr.
In our fishery production, we showcased more than 450 hectares
of fishpond area with more than 70 fish growers. In our marine
aqua culture project, we have 381 registered fisher folks.
San Vicente and J.P. Laurel fisher folks are the recipients
of our Marine Fish Cage; San Vicente fishers for our fishing
gears; mud crab culture project by the San Pedro, Cagangohan
and J. P. Laurel folks and the DFW Pump boat to be used for
monitoring of projects and the illegal fishermen was given
to the KMPAI of Cagangohan. KMPAI stands for Kabuhayan ng
Mananagat sa Panabo Association Inc. They received the Gawad
Saka Award-Provincial level for being the best in organization
in the small fisher folk category.
One outstanding achievement in 2002 in the field of fishery
is the drafting of the Panabo Coastal and Fisheries Resource
Management Ordinance. It is already within the scrutiny of
our City Legislators and may soon be approved.
Aside from being the basis for the management of our shore
resources, this piece of legislation will strengthen the City
Government in its campaign against illegal fishing and in
the sustainability of our coastal resource management.
Now, let us count more blessings.
First, Panabo City was chosen as the pilot area for Mindanao
in its program for Strengthening Devolved Agriculture Extension
Services, a joint project by Panabo City and the Agricultural
Training Institute or ATI.
Although we are still in the training and capability-building
phase, we have started receiving supplies and office equipments
to be used in the program implementation. We now have such
blessings as one computer, digital camera, video camera, fax
machine and others.
Second, we are the recipient of the Upland Farming and Model
Village Project worth P2.8M to be funded by the Phil-Canada
Development Fund and the Davao Integrated Development Plan
or DIDP under its Food Security Anchor Program. Panabo LGU
will counterpart only 20% of the project cost and will be
contributing around P560, 000 to the project.
Third, we have a P2M DA-LGU Farm Modernization Project. This
involves the procurement of more farm implements and will
be funded jointly by the local government and the DA-RFU XI.
This continuing project will be implemented under the P1M
counter-parting scheme.
And fourth is the Agrarian Reform Communities Development
Project (ARCDP) Phase II funded by the World Bank under the
Dept. of Agrarian Reform or DAR. The cluster barangay recipients
are Kiotoy, Tagpore, San Nicolas, Maduao and Upper Licanan.
With all of the above-mentioned agri-programs, we are confident
that Panabo City will succeed in its food security goal.
" City Development Strategy formulation to attract domestic
and foreign investment
Considering the existing development trend in relation to
the vision we have defined, it is imperative that a clear
focusing of resources is necessary in order to encourage growth
in our desired direction.
The City needs to employ a Multi-stake holder Bipolar Spatial
Development strategy. This shall work on the assumption of
strong private sector involvement in the process. Consistent
with the vision, the two polar development areas are the Agricultural
area composing about 85% of the total land area and the Industrial
and Transshipment area located at the coastal portion of our
City.
We need to focus our development initiatives on the aforementioned
areas by setting up major and support facilities to spur investment
activity. This shall focus on the development of the coastal
access road, Public Wharf facility, and Industrial Estate
support infrastructure development. We intend to provide favorable
policy environment and regulatory functions, particularly
in the environmental aspect.
Anent to these, we have our zoning ordinance which we strictly
adhere to. We have designated the industrial area and the
commercial area. We have communicated and made arrangements
with coastal landowners who will be directly affected with
the coastal road projects, which is now being implemented.
This project will pave the way for the establishment of facilities
necessary for further investment ventures.
Should our City Development Strategy gain more concrete grounds
through visible and more favorable developments, there will
be a definite influx of domestic and foreign investors. Local
business inventory for applications and renewals of business
permits disclosed that for CY 2001 we have more than 3,000
applicants and renewals for our business permits and for CY
2002, we increased by 7.5%. That is one indicator of favorable
investment atmosphere.
THE SOCIAL SECTOR
" Peace and order maintenance sustained through maximizing
crime rate reduction
This year, we have launched more campaigns in the implementation
of our laws. For our Anti-Carnapping Operation alone, we have
recovered at least 5 units of motor vehicles carnapped in
other places. Apprehensions made included the 5 suspected
carnappers, 7 suspects for the robbery of a foreign national
based in Davao City and many others. Despite these, our present
rate of criminality is very much manageable.
Our population based on Census 2001 has reached 137,265 and
we have only 69 policemen. The ratio of 1 is to 2000 is very
much wanting.
In a concerted effort to partially solve the problem, CLGOO
V Danny Hernandez, Hon. Ruperto B. Cagape, Jr. and I conferred
and brainstormed on how to add manpower to our police force.
We already have the Barangay Police Laban sa Krimen or the
BPLK but it is still not enough. So we conceived the idea
of augmenting the police power through a well-trained auxiliary
force.
Such brainchild came into full birth with the launching
of the Barangay Police Auxiliary Force Program financed by
our City Peace and Order Council. The 30 qualified applicants
were screened and trained for function effectivity.
Other programs launched last year for the first time were:
" Massive and extensive dissemination of Anti-Terrorism
Awareness and Training Seminar for Explosive Ordinance Reconnaissance
Agents with 38 trainees finishing the course;
" SMART Program, which means Southern Mindanao Alliance
in Response to Terrorism; and
" Organization of the Council of Community Elders for
the purpose of helping in the prevention and suppression of
crimes. The elected officials were inducted early last January.
One significant accomplishment by the present Chief of Police
is the much-improved discipline among the police ranks through
the conduct of a weekly Moral Recovery and Values Formation
session, coupled with a tighter grip with administrative and
office rules. Evidence of the change is excellent attendance
and increased police visibility in designated areas of work.
o Improved access to basic health services
Ang atong City Health Office may taas nga listahan sa mga
nahimo sa ilang opisina, apan ato lang pilion nga isulti dinhi
ang mga programa nga first time pa nato gihimo. Mao kini ang
mga mosunod:
1. Ang Male RH Program nga gihimo niadtong July uban sa usa
ka Symposium on Concerns of Male Reproductive Health. Gisundan
kini sa Prostatic and Testicular Cancer Screening thru Digital
Rectal Examination. Sa napulo ug lima ka pasyente, tulo ang
nadiskubrehan nga may Benign Prostatic Hypertrophy. Sila natagaan
dayon sa mga pasiunang medisina.
2. The Polio-Supplementary Immunization Campaign- where we
have a 100% accomplishment. It means we immunized all children
in the 40 barangays who are supposed to be immunized.
3. The Filiarasis Mass treatment- conducted in the 40 barangays
with a total number of treatments figuring as high as 103,528
treatments. That is equivalent to 75-½% of our total
population!
4. Conduct of: a) extensive dental treatment to a grand total
of 1,453 children and 1,709 adults and exclusive Dental Outreach
in New Visayas and New Malitbog; b) First Aid Training; and
c) massive Dengue Awareness primarily aimed to avert the then
upcoming dengue epidemic.
Here is another blessing. Panabo City Health is a recipient
of the Matching Grant Program (MGP) by DOH-MSH, USAID that
is designated to assist LGUs to expand service delivery coverage
and improve the quality of Primary Health Care.
" Harmonized Manpower Development to Support Agro-Industries
One of the needs of a City for its progress and development
is the presence of investors as well as agro-industries in
the locality. For the constituents to avail of the job opportunities
brought about by these industries skills must be developed
and qualifications must be acquired. Hence, the need for manpower
development.
Our different offices conducted skills and livelihood trainings.
The TESDA target of 600 graduates overshot when it had 1,300
graduates for 2002. It employed the convergence strategy,
availing of the joint efforts and support of the Mayor's Office,
the Council of Women headed by Madam Janet Gavina, the CSWD
and the DA. That is the reason why we got the Kabalikat Award
for the LGU category.
The TESDA has also put up a Mock-up Training Center for automotive
mechanic and auto-electricity, for refrigeration and air conditioning.
We thank barangay So. Davao for allowing TESDA to use their
facilities.
After the training, comes job facilitation and placement through
the PESO Office. In the KABUHAYAN program, we had 1,400 job
placements and registered 2,300 for career guidance. In the
Kabataan Program, students were given summer employment.
The PESO had started implementing the Tulay 2004 Program.
TULAY means Tulong Alalay sa May Kapansanan. PESO programs
now include Displaced Workers and Labor Market Information,
which includes OFW Mapping and Banana Plantation and Growers
Mapping.
" Implement the Shelter Program
Early last year, we drafted the Comprehensive Shelter Program
Plan of Panabo City for 2002 to 2010. This project is funded
by the Phil-Canada Local Government Support Program of LGSP,
Region XI and assisted by the Habitat for Humanity Philippines
Foundation and the TRANSFORM.
The good news is that we have already identified certain
areas for this project. If things go as planned by the Habitat
Local Management Committee chaired by Ms. Gene-Rose Ferrazzini,
we will be able to test build within the last week of February.
The first house to be built by the Habitat volunteers is expected
to be completed in less than one week. We will utilize for
the Shelter project a 1.5-hectare portion of land situated
in Datu Abdul.
" Lower Further the ILLITERACY RATE
The excerpts from the City Development Plan for CY 2000-2002
reveals that our urban literacy rate is 98%, while the citywide
literacy rate is 78%. We have only 2% illiterates. Our greater
problem is the huge number of school dropouts. If this problem
cannot be addressed, it will ripen into the greater problems
of juvenile delinquency and increased criminality.
So we have the Functional Education and Literacy Program.
Its one component is the Non-Formal Education Accreditation
and Equivalency System or NFE A & E launched last July.
With a project cost of P 99,000.00, we maintain 77 enrollees
in the elementary, 164 enrollees in the secondary and 7 Instructional
Managers who hold classes for 10 months. We also have 509
learners in the Literacy cum Livelihood classes.
Venues of classes are in Panabo Central Elementary School,
Nanyo Barangay Hall, J.P. Laurel Barangay - SK Hall, Licanan
Barangay Multi Purpose Hall and in Maduao Health Center.
Another program which helps us in the reduction of illiteracy
is our Local School Board, wherein we were able to give honorarium
to the 91 teacher-volunteers who are assigned in the various
barangay high schools.
Allow me to relate to the illiteracy sector our library facilities
as means of improving the literacy level in our City. As of
today, our City Library serves an average of 66 students and
non-student every day. Mrs. Josefina G. Centino exerted effort
to make Panabo an affiliate of the National Library and thereafter,
we received book donations from them.
We now have 600 volumes of various books aside from the 7
different kinds of Encyclopedia from the National Library,
from BBF-RC Makati-Allied Bank; from Asia Foundation of the
Philippines and from Mrs. Salvacion Jardinico and her daughter,
Edwina and Fay Ramos.
This month alone, we have added another 90 volumes of books
plus another set of Encyclopedia. It is no wonder therefore,
that our clientele come not only from Panabo City but also
from Lasang Tambongon and Carmen.
The great needs of our library are more bookshelves; ceiling
fans and of course, more books. Perhaps, some of our listeners
have unused books at home, maybe you want to make book donations
to our library, we will gladly accept them.
o FIRE PROTECTION SERVICES
It is significant to note that the Panabo Fire Department
is very visible, not only during fire incidents, but in trainings
conducted such as:
a.) Barangay Based Fire Volunteer's' Training with 35 Trainees
b.) Water Safety and Rescue Training held at the Philippine
Navy Camp Panacan with 38 registered trainees but only 12
graduated. The Trainors were the Naval Special Warfare Group
or NSWAG. Some features of the training included Water Survival
where trainees were dropped into 30 to 45 ft. deep-sea water
with tied hands and feet and the One-Mile Swim across the
Sasa-Babak channel.
The difficulty of the training is the reason why only 12 trainees
finished the course. The 12 graduates now compose the Panabo
City Emergency and Rescue Services or PEARS. They are all
volunteers who respond to any rescue call at any time.
This year, in the renewal of business permits and licenses
we require a 2-hour Fire Safety Awareness Seminar for free.
Two sessions are held daily-morning and afternoon. Public
reaction was negative but after the seminar, reactions reversed
as the knowledge acquired was more than compensating for the
few hours delay in processing.
Last year, we appropriated P5 M for the purchase of one unit
fire truck. However, for P2 M, we were able to acquire two
special apparatus, the Fire Truck Ladder and the Fire Truck
Snorkel. We have our old fire truck with a capacity of 4,000
liters but this year, we intend to purchase one fire truck
tanker with a capacity of 12,000 liters.
THE INFRASTRACTURE SECTOR
" Master Drainage Plan Prepared
We have another blessing to count. A Singaporean based consultancy
firm offered to make a study and proposal for our master drainage
plan. They have visited Panabo City for an ocular inspection.
In making their plans, they will take into consideration the
fact that flash flood have occurred in the Poblacion area.
That calamity happened exactly one year ago and was the worst
that hit Poblacion Panabo.
The Singaporean government will fund the project from its
Trust Fund and it will be a grant, not a loan, so we have
nothing to pay in the future. As soon as the master plan is
finished, all the equipments they use will be turned over
to us. Let's all pray for that blessing to become a reality.
In the meantime, the Local Government continues with its
drainage projects to avert, if not totally control, future
floods in the area. Our completed drainage and canal projects
in 2002 amounted to an aggregate sum of P 2.15 M. We still
have many on-going drainage projects in the urban barangays.
" Replicate BESP (Barangay Environment and Sanitation
Program) project to the outlying rural barangays.
For this project, we have finished the processing of papers
in coordination with the Land Bank and the AS Enriquez Engineering
Consultancy. The present status - we have conducted the bidding
of these projects for Barangays Manay, Datu Abdul and Mabunao.
We have also scheduled the next bidding for BESP projects
of Malativas, Kauswagan and Buenavista. Our BESP projects
have 3 components namely water system, sanitation and drainage.
" Passenger Bus and Jeepney Terminal Improvement
" Establishment of AAA Abattoir or Slaughter House
The Mindanao Basic Urban Services Sector or MBUSS, together
with the Asian Development Bank through the DILG, Central
Office identified and approved projects for Panabo City the
bus and jeepney terminal project, the slaughterhouse and public
market building. Status of this project - The consultancy
of the foregoing projects are scheduled for bidding.
For our slaughterhouse, the Local Government already purchased
a lot in Little Panay, which will be the site of our slaughterhouse.
" Improvement of Wharf Facilities
The project plan for the roro wharf had long been completed.
It was to be funded by the Department of Transportation and
Communication and to be executed by the DPWH. However, raffling
of positions in the National Government overtook the signing
of agreements regarding the funding, so right now, we are
still waiting for the funding of the said project.
Right now, Governor Rodolfo P. del Rosario have ongoing consultative
meetings with the town mayors of Mati, Pantukan and Maco,
including Panabo for the fast craft project which aims to
provide an alternative travel route to Davao City. This route
using the sea-lanes is free from traffic and is free from
pollution.
" Improvement/Construction of Mini-Hospital, Training
Centers and Public Cemetery.
A Foundation is interested in investing in Panabo by putting
up a Hospital. We are still deciding for the site because
it will need a wide area as the building to be constructed
is only one-storey and a wide parking space is also needed.
This year, we have constructed the Cooperative Training Center
in Barangay Salvacion which is managed and partly used as
office by the City Cooperative Development Council.
Regarding the public cemetery, we have already acquired a
lot consisting of 4,062 sq meters for expansion. We have finished
the plan and have set aside the amount of P 1.5 M for the
project. We are now in the process of site development, which
will include community facilities such as chapel and public
toilet. We will be constructing a compartmentalized concrete
wall with 4 levels of vaults. This way, the area will be maximized
in its burial purposes.
o Rural Electrification to be completed
Sa 40 ka barangay sa Panabo City, 39 aduna nay kuryente.
Ang uban nga barangay aduna na gani sila'y mga secondary lines.
Aduna kitay, 97.5% accomplishment. Bugtong barangay nga wala
pay kuryente mao ang Katualan. Kini tungod kay layo kaayo
ug daku nga area ang tadlason sa electric wires nga iya sa
Davao City. Apan kon ang Davao City mogamit sa kuryente gikan
sa barangay San Roque alang sa ilang barangay, dali na ang
pagpataud sa kuryente didto sa Katualan.
Mao kini ang uban pa nga mga infrastructure projects nga
makita dinhi niining atong City Hall:
1. Completion of New Session Hall ;
2. Improvement of Vice Mayor's Office;
3. Improvement of the Assessor's Office;
4. Addition/Expansion of the Treasurer's Office;
5. Improvement of the Offices of the City Administrator, City
Human Resource Management and Licensing Division;
6. Extension in the City Civil Registrar's Office; and
7. Improvement of our City Health and City Social Welfare
and Development Office
For our 20% Development fund we have several projects but
those which are already completed before year 2002 ended,
are the following:

THE ENVIRONMENT SECTOR
" Implement R.A. 9003, Ecological Solid Waste Management
Program
" Fast tract the implementation of the CRMP and FRMP
projects
The following are our accomplishments for our coastal and
fishery resource management:
1. We have conducted our coastal resource assessment of our
corals, seagrass and mangrove areas;
2. We have strengthened our habitat management through our
Bantay Dagat, Deputy Fish Warden and FARMC organizations;
3. We appropriated P97, 500.00 for the conduct of 7 trainings
in CY2002;
4. We monitor our projects and coasts and implemented coastal
clean-up;
5. We have filed cases for illegal fishing;
6. We have adopted the City Coastal and Marine Zoning and
established the 8-hectare demarcated fish sanctuary in Cagangohan;
7. We drafted the CRM ordinance for more empowerment; it is
now in the Sanggunian for approval.
For our Solid Waste Management, we have developed our dumpsite
with a project cost of P200,000. We have also provided trashcans
all over the urban key places to encourage the children as
well as adults to practice proper waste disposal. We have
participated in national trainings as well as study tours
relative to Solid Waste Management.
THE GOVERNANCE SECTOR
" Conduct of Organizational Analysis and Training Needs
Assessment
When we became a full pledged city in 2001, we spent money,
time and effort in terms of researches, study tour and conferences
to draft the ideal organizational structure for every department
and for the City Government in its entirety.
We were able to come up with an ideal structure with the
complete needed personnel.
At that time, although already a city, we were still operating
within the budget for a 1st class municipality so we could
not afford to hire so many new employees as we also have our
PS limitation. To partially solve the problem of lack of personnel,
the new organizational structure will be followed slowly,
little by little, as the city resources permit. So for the
mean time, only the vacant positions will first be filled
up.
As far as the Organizational Analysis is concerned, it is
already accomplished and just awaiting for our capacity for
full implementation.
With the training needs assessment, it is and will be an
ongoing activity. Each department and coordinating offices
within the LGU conducted seminars, attended trainings and
workshops in the local and national level. Requests for training
and seminar travels are always duly approved.
" Implement full computerization of the operating departments
(as soon as the City Hall is constructed).
There is that parenthesis, buot ipasabot unya na kana himuon
ang full computerization kon mahuman na ang atong bag-ong
City Hall. Bisan pa niana, naghinay hinay na kita ug palit
ug mga computers aron magamit na sa mga opisina. This year
alone, we have purchased 15 computers. We have supplied computers
to our PNP and other offices, but our Supply Office has no
computer yet. Since wala sila nagreklamo, we gave priority
to the other offices. Sige lang, this year, sigurado naa na
sila computer.
Speaking of City Hall, Governor Rodolfo P. del Rosario mentioned
the proposal about Panabo City being host to the National
Palaro on December. It would have been ideal if by that time,
we are already occupying the new City Hall. Add to that is
the offer by a construction firm, that if construction can
start by March, they guarantee the New City Hall will be completed
on December. They have done it before, finishing the construction
of a similar City Hall within the span of six (6) months.
Right now, we are still considering the matter.
The more concrete current fact is the agreement that Panabo
City will purchase 2.5 hectares of the Dacudao property and
they will also donate 2.5 hectares for the same purpose. So
we will be having a total of 5 hectares for our City Hall
site.
" Inter-Agency Networking with LGU observed
As additional information, the City has established websites
and e-mail addresses to facilitate inter-agency and national
or international communication. We can say now that "Global
na ta", that is not for luxury; it is an actual requirement
for our City Development Strategy.
Moreover, our City Information Office coordinated with the
Philippine Information Agency in launching the "Talakayan
sa Gambriel" which aims to strengthen Panabo governance
and help in its investment promotion. Added to that is the
publication of the "Panaboan", the magazine that
informs, reforms and documents events, projects and plans.
We have established linkages with the tri-media and with other
government agencies as well as civic organization

As to our assessment achievements, we have identified more
than 40,000 Real Property units with a total assessed value
of P1.3B. We strive to increase our administrative efficiency
through computerization linkages among our offices that are
also establishing their own data bank.
We have Barangay Dapco with constituents who for several
years are voters of Panabo but who pay their taxes in Carmen.
How do we call that, dual citizenship? That may not be the
proper terminology but that was the reality. We are glad however,
that we have resolved that problem and that now; they are
paying their taxes to our Treasurer.
The effect is that the said barangay can now spend their 30%
share for their barangay development. Barangays Sindatun and
Lower Panaga have also resolved their boundary conflict.
The Office of the City Civil Registrar emphasized this past
year the principle of "bringing the government to the
people" through Mobile Registration. For a start, the
CCRO reached 9 Puroks and 13 barangays, the farthest of which
are Mabunao, San Roque and Lower Panaga. With the appointment
of a City Civil Registrar, we are able to implement RA 9048
regarding Correction of Entries in Civil Documents and Change
of Names.
By this year, Barangay Secretaries will be coordinating
in the preparation of the Birth Certificates. As usual, Kasalan
ng Bayan is held every February, and this year it will be
on the 19th.
I may just as well mention the upcoming Census for Agriculture
and Fishery, which will be conducted next month, March. The
National Statistics Office marked only 11 barangays to be
included in the enumeration, including our 4 coastal barangays.
Regarding our Barangay Secretaries, late last year, they
were afforded more empowerment through a 2-days seminar on
Katarungang Pambarangay. Another day was set-aside for the
members of the Lupong Tagapamayapa to become skilled in the
processes of Barangay Settlement.
To further the peace initiatives in Panabo City, our Muslim
Affairs & Cultural Communities initiated a seminar workshop
among its members for more capabilities and knowledge. Moreover,
through our CPOC, Panabo LGU will provide our PNP with one
police patrol Kia jeep complete with radio and other accessories
costing P850, 000.00.
And the last but not the least, we will make our emergency
dial number 911 functional very soon in accordance with the
Davao Light Community Program. The LGU will purchase 40 units
multicab with complete accessories including radio and siren.
Each barangay will receive one unit so we can respond to any
call from the barangay people. Hopefully, we can turn over
the units to the 40 barangays before the end of this quarter.
Ladies and gentlemen, friends and colleagues, I have laid
before you the state of our infant city, its immediate past
and immediate future according to our Executive Agenda.

mga proyekto. Ug daghan usab kitang nadawat nga mga pasidungog
o kadaugan:
1. Ang Panabo City nakakuha sa award nga Most Outstanding
City- Provincial Level - ug sa Green Banner Award- Regional
Level - for being the Most Outstanding City in the Implementation
of the Nutrition Program.
2. Ang Panabo City nakadawat ug duha ka prestigious award-
ang Kabalikat Award- LGU Category for being the Most Outstanding
Local Government Unit in Region XI ug ang Kabalikat Award-
Industry Category for having the Best Industry in the Region
- nga mao ang TADECO Livelihood Center.
Sa ikatulo ug katapusang category sa Kabalikat Award - Institutional
Category, Region XI, midaug unta ang Barangay Una program
sa atong pinalangga nga Congressman Antonio R. Floirendo,
Jr.,apan kini na disqualify tungod kay wala pa maka-abot ug
usa ka tuig nga requirement gikan sa iyang accreditation.
This year, 2003, tingali ang Barangay Una makakuha na nianang
award.
3. Ang Panabo City nakadaug sa First Place for Most Outstanding
Performance in Employment Promotion and Facilitation.
4. Barangay Nanyo won 2nd place in Bangga sa Kalimpyo sa
Barangay (District II) participated by all barangays of District
I & II. This contest is a project of POSI composed of
wives of board members headed by Mrs. Inday del Rosario and
his sponsored by the Provincial Council of Women.
Gidunga-gan pa gayud sa Ginoo ang atong blessings. For our
Economic Enterprise, we had a CY 2002 target collection of
P13.1 M. As of September 2002 we had a collection of P11 M.
In 2001, our IRA actually received was P59.97 M apan gikan
sa January hangtud December 2002, ang total IRA nga atong
nadawat mikabat ug P203.5 M.
Kini tungod kay na-implement na ang IRA sa atong pagka-siyudad.
Pinaagi niini, makahimo pa kita ug daghan pa kaayo nga mga
proyekto niining tuig sa 2003.
As we realize, we have accomplished much. And we received
much, including many awards. But let us not rest on our laurels
nor wallow in victory. When something is finished, it means
there is something to start anew. Since we have done much,
it means we now have much to do. Let us all get together to
realize Panabo City's goal of having a sustained and equitable
growth, with social development concerns coordinated, unified
and rationalized.
Our gratitude and sincere compliments to our supportive
Congressman, Hon. Antonio R. Floirendo, Jr. who, not only
showered Panabo, but stormed it with various completed and
on-going infrastructure projects amounting to the aggregate
sum of P9.715 M for school buildings, health centers, day
care centers and facilities and other barangay development
projects.
Our gratitude and sincere compliments to our Governor, Hon.
Rodolfo P. del Rosario for his initiatives and continuing
support for the development of Panabo City through various
completed and on-going infrastructure projects costing more
than P5.3M, excluding the various funds towards agri-programs
implemented for the benefit of Panabo City constituents.
Governor del Rosario and I truly desire the full completion
of our Gym, which means 80M in terms of pesos. President Gloria
Macapagal Arroyo granted me P10M for the Gym; our LGU appropriated
another P10M and the rest of the amount needed for the Gym
completion will be sourced out from other National and Provincial
funds through our Congressman and Governor. There had been
an evaluation and assessment as to the Gym accomplishment
and very soon, construction work will resume. The Provincial
Government will implement this time the project.
May I extend my personal gratitude to all of you who contributed
in one way or another, to the well-being, progress and development
of Panabo City.
With the launching of the RPG-Guiding Principles of Serbisyong
Totoo, Serbisyong Sigurado, Serbisyong Para Sa Tao, I urge
all my co-workers in the government to join me and support
me in this commitment.
Late last year, barangay captains identified the poorest
family in their place. And during the Christmas season, Hon.
and Mrs. Ruperto "Bebe" Cagape Jr., my wife and
I, together with a team, went to the houses of these poorest
of the poor families to carol them and to give them gifts
of groceries, half sack rice, fried chicken, meat and cash
gift, just to make Christmas a bit happier for them. And we
realized later that all of us in the team were also happier
because we have been able to make others happy.
In the same way, we will find ourselves the better when we
have made others happy and satisfied with our services. Join
me in rendering better service, honest and true service and
committed service; and in always giving our best to the people
and for the people of Panabo City.
With all your cooperation and support, we shall realize Panabo
City's vision of becoming an Agri- Industrial Center in the
South and a Gateway to the World.
