With the aim of removing red tape and hastening the processing of public documents, the City Government of Panabo officially launched its Citizen’s Charter, a manual of City Government services on September 22, 2009 at the New City Hall lobby. ”This is one of the implementing acts of the Civil Service nga sundon sa atong mga opisyal ug mga empleyado diri sa city hall (that our city officials and employees here in the city hall should follow). Public office is a public trust pasabot nga ang atong opisina gisalig kanato sa katawhan (which means our office is entrusted to us by the people).” City Mayor Jose L. Silvosa, Sr. said. Mayor Silvosa together with other city officials and representatives from the National Government offices led the launching of the citizen’s charter that was highlighted by the unveiling of the city government’s informnia, a commitment wall showing the services and programs of all frontline departments, and the Public Information & Assistance Desk. The launching coincided with the month-long celebration of the 109th Philippine Civil Service anniversary that kicked off with seminars and orientations regarding the Civil Service policies conducted by the City Human Resource and Management Office. Various anti-red tape programs identified by the city government are the following: publication of the services of all departments, anti-fixer campaign, public information and assistance desk and feedback mechanism. These programs were identified through the Technical Working Group created by the City Mayor under Executive Order No. 14 ensuring the implementation of the Anti-Red Tape Act in the City Government.
