The Local Government Code of 1991 devolved the delivery of basic social services to the local government units as part of their responsibilities. The City Social Welfare and Development Office (CSWDO) is mandated to care, protect and rehabilitate sector of population that have least in terms of financial, physical, mental, emotional and social well being. There are several programs implemented by City Social Welfare and Development Office (CSWDO) in 2014 as reflected in table 18.

There is also home for boys in the city which served as a temporary home for street children, abandoned children and children in conflict with law. The presence of Mariphil Foundation also assisted the city in housing children (boys and girls) who are abandoned by their respective parents and guardians.

Seventy five Day Care Centers situated in all 40 barangays in the city are also handled by CSWDO. For the year 2014, the city hired 75 honorarium teachers to man the day care center with an honorarium of Php 4,500.00 per month from the city and an amount of Php 1,000-7,500 per month depending on the barangay’s financial capacity as their counterpart.   The programs reflected in table 18 have yearly allocation to sustain the activities designed for each year’s operations.
